Fay—update on scope of the next few years
· standards—adopted standards in 2010, 5 year cycle. Starting standards review process again in 2015-2016 school year
· year one—exploratory research, overlaps and omissions, how to incorporate C3
· guidance document—RBT (revised blooms taxonomy)
· C&I: HB 588 passed in 2010—civics & economics rename—support docs
· Bill of Rights Institute—what we see on the BofR institute page is NOT the same as what NC created for NC teachers
· inquiry—how to use C3, how to imbed inquiry—concept-based C&I—understanding by design
· developing model curriculum at the state level… if we develop something like Delaware does…
· African diaspora fellows
· assessment—ASW—based off of arts education—standard 6 in teacher ed…
· redesigning assessment so that teachers can show student growth based on an objective
· Civic Folio—learning trajectories
· research on best practices in SS that is more performance based
· how to convince principals to buy in to elementary SS instruction—need some models
· HOW CAN WE SHOW LEARNING OUTCOMES FOR STUDENTS—WHAT IS GOOD PRACTICE THAT SHOWS LEARNING OUTCOMES

Fewer people are reading it, less information being presented, etc.
Do we still want to have the Tar Heel News?
It was at one point a peer-reviewed journal - ECU is believed to have the archives for Tar Heel News
Discussion of revitalizing this as an online journal out of NC
Paul – It’s a nice opportunity if we have interest
Serve on an editorial board, doc students have a place to submit, get our research out there
Focus on research, teacher ed. , and practice (like SSRP)
It would be great if we could have it attractive to teachers as well
A large segment of our group would need to be involved
Need a commitment from a couple people to be co-editors
Tina – CUFA doesn’t have a journal. Could we maybe partner create a partnership between CUFA and NC and develop an electronic journal
Focus of journal would then be research focused on impacting practice
Elizabeth – if we investigate at our institutions to see whether we’d have some release time to do this work
People presenting at this conference could write up their presentations and this journal can publish those pieces
Lisa – SSYL has co-editors, it works well and then once a year they have a guest editor. This helps take some of the pressure off the main editors
Is there interest?
Before taking it to the NCCSS council we would want to make sure we have a group committed to working on this.
Networking and Discussions of NC Interests
Discussion of meeting more or having other times to get together and talk.
CUFA – we could host a reception for our NC group to get together to talk
Paul Fitchett – put forth a motion
Jeremy and Lisa, after consultation with Adam, use a specific conservative amount of money to fund appetizers at a local restaurant at the next CUFA session. ($300)

Could we possibly advertise for this reception in the program for CUFA/NCSS
Send information out through the listserve for NCCSS about the reception at CUFA
Summer Retreat
Jeremy and Lisa will work on having the summer retreat this year
Discussion of central location versus Wilmington or Asheville
Discussion of timing – May seemed to be the best time – right after graduation
Elizabeth offered new building at App State
Jeremy will send out a survey with locations and dates to get a better feel for what people can and want to do for this

1. Meeting convened at 3:05 pm by Paul Fitchett, President
2. Welcome and Introductions
3. Attendance was taken by Christina (see appendix).
4. Paul gave information about upgrade to the website
REPORTS:
1. Paul submitted the minutes from 2012 for approval: Eric voted to approve the minutes, Ginger seconded and all voted to approve
2. Treasurers Report: Adam shared his report for this year. The balance on February 24, 2012 was $2133.65. Collected $160 for dues. New balance is $2303.75. Dues were collected for this coming year.
3. Paul introduced Steve Masyada from DPI to present on teacher evaluation

· Every ELA, science mathematics, and social studies teacher in grades 4-12 has a value-added score. Teacher growth values will be calculated based on all students a teacher teaches and on all data generated through the assessments. Year one for Standard 6 will be 2012-2013 (K-3 will have different tests/measures)
· If an elementary or middle grades teacher teaches another subject in addition to SS they may be evaluated on either test.
· Assessment specifications. (has changed again last week)
80 minutes testing – two sections: multiple choice and then constructive response.
They have increased the number of multiple choice and decreased the constructive response
· The rubrics are standard all across the subjects – (area of research) need to
Research – we need more research on the effectiveness of the teacher evaluation models, look at similar models that are being used nationally with mixed results.
· Teacher evaluations that span multiple years will produce more reliable measures of teacher effectiveness than those based on single-year classroom.

Collaboration with Universities
· Economics and how preservice teachers teach economics, are there courses like that, do they feel comfortable with teaching this subject,
· Impact of Common Core on SS education K-8 – does ELA effectively infuse skills and content or is SS lost?
· How prepared are NC preservice teachers for conceptual teaching and curriculum development
· What do we think would be helpful? DPI wants to collaborate with us. Wayne Journell raised the issue of “What does collaboration look like from DPIs view?”
4. Report from NCCSS Board of Directors – Ginger Wilson and Wayne Journell
Elections are today, please vote. The turnout this year for the conference was much higher than last year and even higher than originally thought earlier this winter.
There are 90 college students and a little over 700 attendees this year. Paul raised the issue of many students being automatically disqualified for being a grad student rather than an undergrad. Sandra mentioned that the speaker at luncheon was really good, much better than in years past. Important to have someone like that speak.
NEW BUISNESS:
1. Wayne motion to reimburse Paul for plaque engraving, Tina seconded. Discussion – Adam asked to write the check now, by acclimation it was agreed.
2. Paul introduced Wayne to talk about Summer Research Retreat ideas
Wayne offered UNC-Greensboro as a place to meet this summer. Paul talked about the importance of having it goal driven versus show-case where we do more than share our work but develop a project and come up with some work we could do across the state
Tina: Variance among LEAs for teacher evaluation…important to look across the LEAs
Myra: Raised the issue of looking at the data from DPI but since it’s the first year we’d have to wait a year.
Steve – distract decides which test will be used to evaluate
Paul – what are charters doing since they fall outside of LEAs
Tina – collaboration as an organization.. not just for our own research
Paul – dates tend to be better at the beginning of the summer
3. Advocacy Successes, misses, and opportunities
Paul, Tina, and Richard Lambert wrote a piece on marginalization and it was put up on a blog where people responded…moving outside our group and the state
Research toward policy
Sandra – book on religious diversity - they were interviewed on the radio and talked about teaching different religious traditions. Some locally produced radio programs are often interested in our work.
Paul - we can come up with a topic to research, related to policy, and be able to present it to the GA. We need to talk about this at the Greensboro Retreat
Russ – we’re looking at what preservice teachers know about world religions and what the laws say about teaching it
Tina – What’s really happening in the public schools here in NC – there’s a position statement and a synopsis statement. The privatization of education, example using state funds to pay for private school. There’s probably something we can do about this - looking at what is public education.
Steve – what are the founding principles being taught in American History?
Tina – legislatives are citing Glamour magazine …
Steve – explained that they are not allowed at DPI to be advocates for SS in anyway

5. Additional Business
Sandra raised the issue of programs going online
Russ said his program offers online, Lisa talked about how Wilmington is going into it in elementary – Jeremy added middle. Christina shared about ECU’s work with online programs.

Paul recognized Sandra Oldendorf as she retires from Appalachian State. Myra spoke her appreciation of the work Sandra has done. She revolutionalized the way the methods course is taught. She also commented on the large number of students Sandra has brought to the NCCSS meeting as well as NCSS over the years. Sandra expressed her appreciation for the group.
